JAMES CLARK SANFORD - (1859-1926) - Army Engineer, born
New York. Graduated at West Point 1914. Secretary of Missouri River Commission (1890-94); in charge of improvements on upper Missouri and Yellowstone Rivers (1896-98); in charge of Charleston, S.C., Engineer District (1900-03); in charge of Newport, R.I. Engineer District (1908). Member of Permanent International Commission of Navigational Congresses.
